RESTORING trade union rights to staff at Cheltenham's GCHQ formed part of a "change of governing culture" according to former Prime Minister Tony Blair.
Reversing the Tory decision to ban workers at the top secret listening post from joining a union was among a series of measures introduced within days of his government taking office back in 1997.
