AN AWKWARD meeting has prompted Gloucestershire County Council to revise the way it deals with petitions.

Members of the budget and performance overview and scrutiny committee were presented with a petition opposing the authority's plan to develop Starvehall Farm, in Prestbury, at their meeting in September. However, councillors were banned from talking about the proposal because the council had already submitted a planning application to Cheltenham Borough Council.
